Ok I have just seen this thread & thought I would give some input as I work for VM covering the National ADSL platform (that's through the phoneline in simpleterms). If anyone is with VM and gets there broadband through the phone line I would be prepared to try & fix any issues you may have and give you my extension number (this is not because I like my employer by the way).

ADSL broadband is to put it bluntly pretty crap compared with cable. There are so many variables that can affect the speed it is quite hard to diagnose 9 out of 10 people assume they are getting slow speeds but in reality they are receiving all they can actually get. Another thing that I hear alot is "but my neighbour is getting 20mbps" This is irrelevant, just because he is your neighbour doesn't mean the speeds should have any reflection the only thing that is the same is the fact they connect to the same exchange. Your phone line may be an old copper long twisted pile of shit where as his may have been recently replaced and is in a straight line.
Anyway moving onto fixing things...
First things first you will always get the best speed from the test socket in the house, to locate this socket you need to take the plate off the master bt socket & plug the microfilter into here along with the router. I would leave it in here turned on over night which could potentially resolve any profile issues on the line. The following day run a speedtest & see if it has increased it should always increase a little bit but you may not see huge increases if the problem is external.
Next step. You should check the sync rate of the router, this will involve logging into the router and checking the downstream rate. Once you have found it compare it with the speedtest results, you can only achieve the speed the router is synced at so if the router is synced to low this could be why you are getting the problem. If the router is synced very low it could either be a profiling issue which can be resolved by the ISP or you may just be on a very very long line.
As I am at home I cannot run any line tests but if anyone does want one run to find out everything about there line I can do them from work. A pretty good website though is
www.samknows.com & then go on the broadband checker.

Very poor speeds, does the connection drop at times? If so the profile has probably dropped login to the router if you post up what model it is I will explain how & where to check the sync rate.

No they won't, we only install new lines if the house does not have an existing line and even then it won't be a virgin engineer it will be a BT Openreach one.

And a little FYI aswel, if anyone wants to raise a fault with there ISP you may aswel plug into the test socket or master if you don't have one, replace the filter, say you have changed the rj11 but don't bother actually doing so then give them a call. Otherwise they will just ask for this to be done.
