Well in Portugal long ago it was also like that. You could do pretty much whatever you wanted. But as usual there was "abuses" and specially after some street racing claimed more than a few innocent life, along with the EU guide lines.
The case was put to rest the worst way possible. Nowadays even darker film on the windows must be approved in specific inspection and a bunch of paperwork must follow.
The Civic's, 106, Saxo's, AX, pretty much all the tuning was banned by law.
the 200/300hp tiny cars are gone.
Anyone here old enough to remember chugging along at 110 km/h and being overtaken by a 50cc (moped)? LOL
Now it's 45km/h top speed...
