how much am looking to spend if i want to get 150 bhp out of a standard vts and what will i need to change. I also read if i do a ecu map i can get more power out from my standard engine is this true

You may gain a little from a remap on a standard car. Not much but might run better. Not really worth it.

150 from a vts i reasonable easy and comparitively cheap. Proven route: enclosed filter, manifold, exhaust system, cams (Kent PT51, piper 285, cat cam 708s) and after all that remap. Normally sees 150>160 at the fly.

Scotts nailed it on the head,
2k mods max will see you around 150bhp.
