will a decat off a mk2 vts fit a mk2 vtr?

Should do.
As to decat a late mk2 (98bhper) you have to change the manifold!

the VTS has the cat in the exhaust so it won't work. The VTR has the cat in the manifold.
It will fit the MK2 if its a full length pipe (ie from manifold to backbox) but won't decat

You can decat a mk2 vtr without changing the manifold! I done it on my race car with has to use the standard manifold, you use a Pug 1.4 rally downpipe, (from Total motorsport solutions) you will then need to use a 205 auto oil filter (much smaller) It sound like loads of work but it does not take that long.

seems alot of work when u could simply buy the correct part in the first place

I agree but as I said the rules of my race series meant Im not aloud to change the manifold. Downpipe is very good though!
