are there actual performance chips that do work for a vtr, if so where from and how much?

the "plug and play" chips are just generic maps for your ecu. the problem with generic chips are that are that everyone is the same so they are not specific for your car.
what mods have you got atm? you might be better getting a re-map done to make the most of the mods you have already done

No. This is as the stock map is fine for a stock engine. If you mod you engine such as put a wild cam in you will have to get a custom map.
