car still doesnt run ryt

hi there ppl i have cleaned all my sensors round my throttle body and icv valve and it still hasnt made a difference but when i start the engine and take the icv valve off the engine still runs should this not shut the engine dwn as i thought tht was what controlled it so ive came to the conclusion tht it is still drawing air somewhere near the throttlebody as i can here it when the icv is on and when its off can anybody help thanks

check for an airleak

The ICV allows air to pass in order to maintain idle.

So as above have a check, wd40 is good for this, spray it around joints/gaskets, listen for change in engine note or listen for the sound of engine sucking the wd40 in

i took my icv out and it revs its knackers off. did you actually take it off or just unplug it? what car is this by the way?
