polishing the throttle body, its ment to make it smoother so that the air doesnt have to struggle to get through (thats the idea)
porting it makes the throttle body bigger makin more air able to pass down into the engine :)

a ported and polished throttle body makes very little difference if any, its just a simple mod that you can do urself and doesnt cost you anything.
when people are on about port and polish, they are usually refering to working on the cylinder head. this offers greater gains but comes at cost of having to take the head off ect.
