i got 16s (5mm spacers), and nope, i doubt its the alloys, you checked your bearings?

happened to me when i put 10mm spacers on,turned out the bolts kept coming loose, after a week of re-tightening them it stopped

Are the wheels the correct offset for your car? What did they come off of? If they are correct you should consider a 4 wheel alignment as the toe (angle) that your wheels are sitting at could cause the vibration. Sticking 25mm spacers and 16" wheels onto suspension that's designed for 14" wheels is going to throw all sorts of things out.
