Yes, coupled with other breathing modifications and a remap of the ecu to make the best of it they are.

What cams, really depends on what use the car is for.. what other mods you have or intend to be doing and how much money you have in the kitty :)

Quite a common choice is 708 catcams or a newman ph3 (both similar in spec) for a fast road going application on a single throttlebody inlet.
Will see power acheive approx 150ish flywheel horsepower with a decent airfilter, manifold and exhaust system and remapped ecu.

id go for the 708's as there the popular choice with proven results. ph3's are very similar and i belive gmc now have their own cams which as far as i can make out are inbetween the two.. cams make a more noticable diffrence than just breathing mods iin the way it makes power in the higher rev range

so what sort of bhp increase would you be looking at with cams? do you need a remap after cams?

depends on other mods. vts lumps with breathing mods and cams make 150-160bhp some cams can run without being mapped but the idle would be lumpy and the delivery of power would be rough.. mapping the cams to the car will get the most out of the cams and will give you that extra few bhp and more importantly a car that feels drivable

Even with that still only be 140 150 max, chipwizard rollers get 160 yes but most other rollers get 140 150 max.

The Cat Cams 1321708 (http://www.kamracing.co.uk/index.php/citroen/citroen-saxo/saxo-engine/camshafts/citroen-saxo-vts-fast-road-camshafts-cat-cams-1321708.html) are the lowest in price. When the lobe shape of both the Newman Ph3 (http://www.kamracing.co.uk/index.php/citroen/citroen-saxo/saxo-engine/camshafts/newman-ph3-fast-road-camshafts-citroen-saxo-vts.html) and Cat Cam 708 (http://www.kamracing.co.uk/index.php/citroen/citroen-saxo/saxo-engine/camshafts/citroen-saxo-vts-fast-road-camshafts-cat-cams-1321708.html) is virtually the same, as is the quality then price will make the decision.
