lock the crank via the timing pin hole, lock the cam via the timing pin hole, refit belt. Do it right the first time, no point in guessing when it comes to timing as you only get one chance!

Cam will be out 360% out, Take the belt off, move the pistons away from tdc turn the cams round again so the timing holes line up, lock the cam, then lock the crank, refit belt, turn over by hand. Also make sure your turning the crank the correct way, facing the belt, turn clock wise

If there at the point where there about to hit the valves, belt off, and try clockwise, if there still hitting the valves, turn anticlockwise until you think the pistons are all in line away from tdc.

How can the cams be 360 out? theres only one timing hole in each sprocket, you can only fit the sprockets one way on the cam, theres only one TDC on the crank.
OP as either slipped a tooth on the belt or accidentally found a notch on the flywheel that isnt the right hole [call it a false dawn]
