What is the best induction kit to buy for my 1.6L Citroen saxo 1998 8V. I dont want to spend more than £100.

None replace the standard filter with either a k+n or green cotton filter.

IMO the Raceland was the best induction kit. My m8 has a £200 odd Pipercross Venom which saw no gains until the front cover was removed making it basically and open cone...

They have been discontinued though. I did find this on ebay though:

However I wouldn't use the red filter that comes with it because, well its shit. Get a decent green filter like this one:

Which will fit on the kit depends on which one you want to get as there are 3 choices.

If you want to keep your car standard-ish though I would do what stevo67 suggested and get a filter for the O/E airbox:
