Could be wrong with saying that....depending on the person's age.

If its a road car then a good quality CAT back exhaust like Piper, Supersprint, Kam Racing.
Performance panel filter like BMC, Green, K and N.
A good service - Spark plugs, good quality oil, oil filter, fuel filter.
Make sure the engine is healthy and it should feel pretty lively with the above! :)

Everytime I have looked into it people have said it is probably cheaper. Seeing as a modded vtr would possibly hike up your insurance

yeah it is cheaper because in example camming its pissing in the wind camming a vtr and then its still not as quick as a vts , you can get 150bhp camming a vts properly if more but a vtr you would struggle to see 115bhp just after a cam and exhaust , personally i like the feel of a modded vtr conpared to a std vts

Does no one read the stickies anymore?
Or search?
Andy - welcome to the forums, but please realise this question is asked (and answered) almost daily. If you use the search function, or read the post just below and to the left of the new thread button you clicked, you'd get a wealth of information at your fingertips - more than we could ever answer in this one post.
Thanks :)
