Rocker cover gasket replacement

Pleas can someone help me with the order to replace
Is it spacer, shield, cover.
When I do this it does sit, there's a gap
And when you do shield, spacer, cover it also doesn't sit.
Please help

Look on the bottom of the shield and you'll see markings of how it was sat in the past but if I remember right, its spacer, shield, cover
