From a personal view Toyo T1R's i have found to be better than kumho and rainsport tyres in the rain and dry. Much less under steer over the others and surprising grip in the wet. At £60 a corner there is not much else in that price range vs performance. The best tyres for the saxo are the Michelin pilots around £120 a corner i have two at the rear and toyo's on the front. Cannot comment on the wear as of yet.

On vtr wheels i had a full set of Nexeen n2000 i thought were budget tyres, searching around i found alot of praise. They are very cheap i went on track with them they performed amazing for cheap tyres.

Other tyres to look into are the Falkens as mentioned eagle F1s, Dunlop and contisport.
