My VTS has standard brakes and can lock the wheels at any speed any time ... so they braking force is being limited by the tyres grip and not the brakes themselves.

thats down to shit tyres, you shouldn't be able to lock it up too easily. could stop my 1.1 on a dime on standard brakes because the tyres were grippy as fuck.
my vtr's brakes are lethal though, can't lock it up unless you welly the pedal and headbutt the window
