Wrong section, but i'll help you anyway.
Items needed
First of all if you want to do it quick you will need some paint stripper, can get this from ebay or your local DIY store. Something like nitromous.
Also get some safety equipment, gloves are a must, goggles or glasses should be worn but not as important imo, dusk mask is a must or you'll take years off your life lol.
Ok you'll also need a paint brush.
Also need some different sandpaper
I would get some rough sandpaper (low grade) such as 60,100,150 ( a few sheets of each will be fine). I'd recommend some wire wool aswell.
Then you'll need some sandpaper for smoothing between the layers, working your way up the grades to get a smoother finish each time. Grades such as 600,800,1200.
You'll also need some
Primer
Paint
Laquer.
How to do it
1. Get the tyres took off the wheels at a local garage for a couple quid. Makes it alot easier.
2. Put your gloves, glasses/goggles, dust mask on.
3. Paint the paintstripper onto the alloys, and follow the instructions on the label, normally its dabb it on with a brush, then wait 20 mins for it to go 'flakey'. Using wirewool or rough sandpaper (low grade, about 60). Sand the 'flaking' paint off the alloy. If there is some left either just sand it off or you can dab some more paint stripper on it.
4. Once all the paint is off the alloy, use a bit higher grade sandpaper like 100 and try getting most the scratches out what were left behind from the wirewool/60grade sandpaper.

If you used paint stripper wash the wheels with white spirit to get the paint stripper off. Then wash the wheels with very soapy water to get the whtie spirit off. If you miss this its likely your paint wont stick and your alloys will flake.
5. Once you get it smooth start spraying (make sure you have dusk mask on).
6. Get your primer, Spray each alloy with an even coat.
7. Leave primer to dry for a few hours. Come back and sand it with higher grade sand paper such as 600.
8. Re-do steps 6 and 7 a few times (3 layers of primer is what people normally do). On the last layer you might want to move up to grade 800 sandpaper.
9. Spray an even coat of paint over the alloys. Leave to dry for a few hours (4+ tbh).
10. Using high grade sandpaper (800 or 1200) sand the paint down to get rid of the 'orange peel effect'.
11. Re-do steps 9 and 10 a few times (3).
12. Leave to dry for a few hours, some people leave for a day but 4 hours should be fine.
13. Spray a layer of clear laquer over the alloys.
14. Leave to dry a few hours
15. Repeat 13 and 14 a couple more times.
16. Go to garage and get tyres put back on the alloys.
