Default indicator relay problem

have done a search and nothing found, so if anyone can help i would be greatful.
first time this has happened with my car.the relay still seems to "tick" even though the indicators are not used. when i touched the relay in question the 10 amp fuse for the indicators blew.
replaced the fuse and seem to work ok. but what caused the fuse to blow? looked at the wires at the back of the fuse box in the car and cant see any burnt or loose wires. can the relay be the problem? and how do i get to the back of the fuse box in the car, is it easy to drop down to inspect it?
cheers for any help

Not entirely relevant, but.. In my polo the indicators decided to die, they would tick all the time, the stalk had burnt out and become really sensative to any movement, couple of new stalks, and I'm fine at junctions once again

I used to have a problem where my hazard warning lights switch would act as a switch to make my indicators work.

If I didn't press in the hazards switch then the indicators wouldn't work at all. Fixed itself one day :s
