Say it was a fleet vehicle and any of the employees could have been driving, if no one owns up surely they cant have a case?

If the police were on the side of a motorway with a portable camera or speed detector then they would likely stick on their lights and be on your rear before you knew it....pretty obvious who is driving then.
I think if you say someone else was driving and they deny it then the registered owner of the car gets the points maybe?

Most forward facing cameras have infra red flash. You can't see it, but it lights you up like a glow worm.
Rear facing cameras AFAIK, you get a NIP through, and you have to confirm who the driver was at the time.
