i know nothing about saxo engines but it looks like a sound resonator to me, that's my guess anyway.

Cheers fella, closer inspection of it I see a snapped bit of plastic which answers the question of whether its meant to come off in my hand or not lol. Guessing this sort of part is a trip to a scrappy? Cant see anything even on fleabay

It's a resonator to make the inlet quieter.
