you can get normal led's or neons from ebay for about £7, then you can get a little black box (usually advertised on ebay with max power, type in pulse bass neons), you can connect them up to the neons, and the pulse with the base, or you can adjust the settings.

Just tried to look, nothing either 
try a www.caraudiosecurity.com , www.caraudiodirect.co.uk or go Halfrauds, they will have the bits you need. It basically a little black box with a build in mic that pics up the bass
