Default noise foise from inside like wipers and indicators

i have a westcoast model year 99, i had the wiper blades on last nite and today as heavy rain has just hit my parts and i had the little ticking noise when you flash youe indicators going constantly it does it when the wipers are on or off ! when i turn the wheel it makes it repitedly as in ticks like 10 times fast in a row then off then again or more ticking

anyone know what this is as i havent heard of it before like and i have just had the car lowered and its only started like

ive heard it before it was lowered but it was when the indicators were on or when the wipers were on
