if i want 16" alloys on my 1.1 i have been told that the arches will have to be rolled and sum cutting may need to be done.

if so what paintwork will need to be done to return the car to its same colour?

will i need to get the whole panels re-sprayed or even worse the whole car to get a match???

dont think anything needs to be sprayed... for the wheels to fit if anything needs to be done then u will need to cut the lip off the rear arch. And you may need to take a big hammer and angle grinder to a few parts in the arches... if this is necessary then u will need to reseal the paint work in that area but that doesnt necessary need to be in the same colour paint as the car if its not on display... could just use some sort of sealent paint i guess/

yep. the bits u need to cut out aren't parts that u can see normally.. u need to get up in the arch to see... so just some paint (black or touch up paint) needs to be applied as to protect the bare metalwork to prevent premature rusting
