Default Timing belt help

Just changed the cambelt on my 2002 saxo vts. With the camshafts locked/pinned in place and the flywheel locked, i removed the old belt (loosened tensioner) then refitted the the new one fitted fne with all the white lines meeting the timing marks on the cam sprockets and the crank pully

Everythhing tightened up, then removed all locking pins.

Turned engine over fully by hand several times and the white marks no longer line up. They are always a few teeth out!!!

What did i do wrong!
