Mk 1 Clio wheel fitment: 4x100
Saxo wheel fitment: 4x108

You need something like this:

another way is to have hubs redrilled to 4x100

am sure the offset between renault and citroen is huge,as a can remember a matey of mine trying to stick a set of multifits of a clio on a citroen n the rim touched the arch before the centre even got close to the hub,so in theory ya would need some pretty wide spacers..correct me if am wrong though but didnt seem to work for us

i had quotes from £40 to £200, just need to speak to some engineer places

and iirc you would probably need around 20mm spacers so hub adapters might be best idea because you would have the 4x100 conversion and the spacers in one
