Default top engine mount problems

my vtr was vibrating really bad so i took engine mount off and the buffer was completely fucked and also it looks like i have a snapped bolt in the top bit
pictured below

should there be a bolt going through this bit which goes through buffer first

either something else wrong or you're driving like a twat for them to snap in such short order tbh, have you checked all the other mounts,in particular the lower one?
