Unhappy Bumper fixing bolts

Hi,
I bought a rear bumper for a mk2 saxo off ebay but upon removal from the car the below happened:

'The front fixing peg has broken free from the bumper, and the front right fixing bolt that is just inside the wheel arch, that holds the bumper on , had seized and tore through where it fixes to the bumper bracket'

Should I ask for my money back or are these easy enough to fix? I'm awaiting photos of the damage.

Bumpers are easy to come across, call them clutzes and get a refund
