Default Grey dial on fuel rail

Probably a dead simple question for someone, but whats the small grey screw nob/dial on the end of the fuel rail on a VTR and what does it do? Should it be done up tight or left slightly loose or what?

Its a dust cap... Take it off and there is a valve under there for bleeding the fuel rail if its empty... Thats all ive ever used it for

Pressurising it with?? Air... Not a smart move... And why would you wanna pressurise it?
