Default Steelies - How to Spray Them?

Right.

I've got a 3 stud saxoooo so means limited for 'rims'. So Took the hub cap's off to expose the steelie wheels, IMO it looks a lot neater as my hubs are as fucked as.

I want to spray the wheels gloss black BUT theres small spots f rust and large spots of rust around the wheel, where the wheel balancers go. I wanted to know how to get rid of the rust so i can prime and spray. I've used a wire brush but not good enough. How about a drill with a wire brush on the end that spins round?

After that i'd remove the wheels, mask around it, protecting the tyres. Undercoat pink and 2 coats of Hammerite gloss black. Would i need a laquire?

If the worse comes to the worse and it looks pathetic, just go hub cap shopping .
