Default No brakes

Got my timing etc set up, took it out for a spin, press the brake pedal aaaand not much happened! Luckily I was only going about 10mph so just used the handbrake.
The pedal is very hard and when pressed as hard as I can, not much happens and it doesnt really move very far! The handbrake works fine etc so I know the back brakes are ok, would it be just the front calipers have seized as they've not moved in about 2 months? Any way of freeing them off or is it a new caliper I need?
