When a new one is created, could PM all members so we know something has changed?

i.e implementation of vbexperience etc etc

Or ont he Home Page you could have the Announcements Topic linked into a section on there. Many sites use this and I think its a very good way of implementing it.

Aso makes a chnage to the home page more often.

PM'ing all members when a change is made is quite wasteful... Instead, all members should get used to looking in the announcements forum to view the details of recent changes. http://www.saxperience.com/forum/forumdisplay.php?f=98

After all, only active memebrs are really interested in changes, which have been made.

Generally I just look for the massive thread in General chat which is full of folk bitching about any new announcements
