Default Headlights are the same as full beam?
when turning on the headlights they are the same as if i have it on full beam?

i have just changed the bulbs to brighter ones, could this be the case?

If they're cheap bulbs then yes that's possible. some of them don't have the shielding in the correct place and give a crap pattern.
