Noisy Fan On Startup
When I start up the pc it sounds like a lawn mower, its the fan that the power goes into which is inside a metal box so cant really open it up.
Tried the hoover over it, hasnt done anything.
If you jam it for a second (not good i know) then unjam it, it stops and then doesnt do it again until the pc gets switched on again.
Any ideas ?

No idea, but don't put your hoover in your PC! Too much static build up, you risk damaging circuit boards too much! Always use compressed air to blow stuff away.

best thing for u to do, from the sounds of things its your power supply unit (correct me if im worng) and unless you are very knowledgeable with electric and components dont stip it down. you can get a cheap replacement from pcworld for about £20 then its just unscrew 4 screws then swap the plugs with the new one.

Alot of bad power supplys have noisy fans which will make alot of noise on startup.
Has the noise just started or has it always been loud?

It started the past few days, does it all the time on start up, until i jam it for a few seconds then it stops. Sounds like a lawn mower until then.

How long have you had the PC for?
Just sounds like it needs a good clean. Could always try taking it apart as much as you can and as said above get some compressed air, or have a good blow
Not sure about when you stop it though. Maybe the fan is slightly loose?

I wouldnt skimp on PSU, if it fails badly it could damage components of your system.
Obviously price you are willing to spend is probably relational to the value of the system.
