definitely not, looks like some chinese crap. It does not contain the drivers, and could actually be much, much worse as in installing trojans and other nasties. DO NOT EVER buy such things from unknown third party sellers. At best they compile free tools on a disc then sell it to mugs.

Since you do not have a recovery CD or even an OS disc, you have nothing to install. Then windows does not have drivers for your laptop. Means you'll have windows up and running but your cd drive will not work properly, you won't have any sound, your usb plugs won't work, your internet won't work etc.

If you do not have a clue about all this, I strongly suggest that you get in touch with someone who has.
