Default Towbar fitting

Hi guys,

Recently i picked up a towbar for my 1999 saxo at a local junkyard. When trying to fit it to my car, i found out the captive nuts were too large to fit in the square holes in the chassis. Later I found some new nuts on eBay, but also these are too large.

Do i need to cut out the holes in order to fit the nuts in the chassis?

I'm considering to buy a new towbar, but i'm affraid that the nuts that come with it are too large to.

Any idea's?
