How olds the computer?
We had this issue with a server(s) at work, one was that the power cable wasnt FULLY in.
The second was that the CMOS battery was dead (for some strange reason)

A 1U Dell server wouldn't boot untill the cmos had been reset via jumpers and new battery installed after a power shortage.

it could be something daft like your bios battery is dead and it wont boot until the power has been on for a bit to charge it?? have the case open check all connections, swap out the bios batter for the sake of £1-2..

take the side of the case off, look at the main board inside there will be one of those flat round silver batterys replace that, then check each and everything is connected properly.
