Thumbs down rust problem

ive got a dodgy boot seal which i will sort in the next few days.
but this has caused a quite large area of the rear pillar to rust. it is quite bad and now has a huge hole in it. do you think this is possible to use filler on??? or am i better cutting it out, and welding a new piece of metal in instead???

heres a pic...

well, its only a couple of screws to remove the cover off the pillar! wouldnt have had a clue about it until we stripped the car, so glad we did though, least its still fixable.

had a proper look at it now. Its where water and dirt have gone up into the arch.(not a leaky seal as i first suspected) is it supposed to have a cover over the underside of the arch??? its the side with the fuel cap/fuel tank. if not, this is a really badly designed part of the car.
