Depends on your budget mate, and how far you want to go with it.
Cheapest option would be s1 rallye head, cams, management, inlet a VTR should run at 120bhp all day with that set up,
if you never intend to go turbo then Whislt your rebuilding the engine you should get the bottom end lightend and balanced (Not just the Flywheel as the gain on just the flywheel is minimul) get your crank and rods lightend and polished up (Dont worry about pistons thats going a long way out of your depth on a trackday/weekend fun car)
if you realy have some brass to spend get the head ported and polished, this is proven to tbe the best breather mod.
after that its Bigger cam and standalone easy map management like supersquirt or somthing similar, which in the long run will allow you to run bodies..

As said it depends, i stayed 8v for the simple fact of motorsport i needed low end grunt, and the 8v engine offers all that to me.
but £ per BHP the 16v option is always the best, the only thing thats more expensive is the Cams themselvs as an upgrade, Manifolds, exhaust, inlets, bodies, management are all the same cost wether 8v or 16v that is definatly to be considered
