Default vtr no handbrake!!!

Hi all,I have just fitted new pads to the rear and foot brake working fine.Have lubed the shaft that the handbrake cable pulls and it turns when the handbrake is applied.The problem is it does absolutely nothing as i can turn the wheel by hand with hardly any resistance whatsoever.when the shaft on the back of the calliper turns is it on a cam and how does it push the piston to operate the brake pads.is it possible that whatever it pushes is siezed solid and if so how easy is it to free off if i remove the calliper.Thanks for any advice .Alan.
