The reflective surface behind the bulb is legally required. Every headlight in the u.k. that is used on public roads MUST have them. The dome that goes in front of the bulb is known as a light mask and normall attached the the reflector. I don't think this is a legal requirement though because not all aftermarket headlights have them e.g. morettes dont
