The speed limit is exactly that. The ABSOLUTE MAXIMUM you are allowed to travel on that stretch of road. It applies to both sides of the road whatever direction you are travelling.

If you can't complete the manoeuvre safely and without breaking the speed limit then you shouldn't be doing it.

But none of us speed anyway so that doesn't matter
