Pull the back wheels off and give them archs a good clean. Reason theyre rusty is because the prev owners dont wash the dirt from them = the problem you're laid with. :/
Hopefully you dont have a nasty rot hole there.

i dam able to see the road through the boot  so gonna weld a plate there and underseal the full car (underneathe obv)
