Depends who issued you the thing stuck on the windscreen. Does it say the exact words PENALTY CHARGE NOTICE on it? or does it say something like parking charge notice? Hospitals, train stations, ports, airports can, SOMETIMES, be subject to slightly different rules regarding parking.
Go and have a read of the consumer action group forum and see if you can understand your situation a bit better.

I had a private parking ticket while at uni. Overstayed by about 10 minutes. After reading up about these private companies issuing tickets, I learned it was best to ignore the ticket and letters threatening the debt collectors to come round. Haven't heard from them in about a year now!
Just DON'T ignore ones issued by the police or the council. You should be fine then

i had one while parked up at services on M1 coming back from work 1 morning, over stayed by 30 odd minutes, letter came through post with my car entering and exiting the services.
originally billed for £100, payment to be made within 28 days, or it will be discounted to £60 within 14 days.....the crafty buggers sent it out a while later and gave me all of just over 2 days to find £60.
looked online about ParkingEye and every forum i looked at said the same thing...ignore them, so i did lol.
had 2 letters in total and now haven't heard anything from them for at least 2 months

Just to recap if its not been covered yet, since the new regulations in October, resulting in the owner is responsible for the car not the driver. Ignor this still, I did and no action has been taken. Find another way of getting around it, example I said if thy couldn't prove it was my car, then they can jog on. As it was at night they couldn't even tell me the colour.

I got a 2 parking tickets in July/August 2011 from two different private companies, one near me and one in Cornwall.
I ignored the letters, got threatened with Court action the fines went from 80 to like 250 each, still ignored them, after 6 months or so they gave up contacting me, haven't heard anything since like Jan 2012.
I got one from the police in Nov, paid that straight away, £30. Don't ignore council/police fines, you'll regret it as these are enforceable by law, I think.
Private companies can only take you to court to sue for damages like any normal person, best bet is to ignore them. Unless legislation had changed? Best place to discuss is on moneysavingexpert.

Still all valid? Got one today and it seems the law has changed slightly, reading around would lead me to believe that BPA approved cowboys hold more sting than unlicenced ones and have access to the dvla database! Still going to ignore it for now £100 for an empty bay (not once seen a car there in 4 months-owned by a bar..staff drink so don't drive)

If it's not council or police ignore it. It can't and won't be enforced. The law hasn't changed since this, but the means of obtaining information has.
Dvla aren't helping by handing out keeper details for a fee.

Craig, what's the situation with parking on Post Office car parks?
Been parking on local post office car park for a few months now (right next door to my works) and they've been complaining a lot lately. First I started off having a bit of banter with them about it but last week one of the little old ladies in the post office threatened to phone the police next time I parked there.
Decided to call her bluff today.. turned out she wasn't bluffing! lol. Had a copper come around to my works and ask me to move car, had a laugh with him etc and moved it.
Just wondering the legal side of it if I was to park there again ?
The car park does have a gate and has to be locked at 5pm for security reasons etc which the copper brought up. Only problem is in shithole Burnley there's literally no where to park in the town centre, and the council milk it... they have 3 parking wardens walking around every day.. I believe I've paid more in parking tickets in the last year than I have on car insurance lol!
