Default Power Steering Pump

Hi all

Just wanna make sure car works peachy before the sale and my power steering keeps not working when I start up but then after various periods of time sometimes never it kicks back in again then its fine and sometimes when it works it makes a whinning noise,

What could this be as surely the pump is fine if it sometimes works , could it be a connection or a fuse

Fuse surely not as if the fuse is gone then it should never work.

Everything else fine so cant be a fuse ? ? ? ? ? ? ? ?
