M-Developments will lower your saxo with GMC springs for £150
fitting body kits is not the hardest job so any decent body shop can do that or for custom work speak to them first
plenty of half decent shops about just shop around

or learn to do it yourself and it will cost you nothing

yes GMC springs are supposed to be the best ones they lower the car 50mm
