id say it depends what kit ur fitting. normaly id say yes but if ur fitting one of the cheapy kits then dont cos ull need all the help u can get from the bump stop.

id cut a 1/4 of the bump stop. im using custom hub adaptors 15mm thick, h&r do some 20mm ones.

under the dust seal there is normally a rubber stop in he form of a tube round the damper
some aftermarket dampers run internal bump stops

Like the yellow billies for example have internal ones. You don't really want to be cutting bump stops down though as they are there to protect all the suspension components and and a safe predictable ending of the suspension travel.
