Default rear wheels rubbing

hi wondering if any one could help. ive had my car lowered, but some times when i go over a bump in the road the rear wheels rub in the arch where theres a bit that sticks out i think the bit of plastice that sticks out covers a bracket for the arch and bumper, any1 had the same problem and how did you resolve it thanks.

it happens on most lowered saxo's when you corner? if im correct. or you have had it lowered by a noob who has fucked your rear axle?
