It depends on whch type of lamps/bulbs are fitted as to wether you can remove the inner lamp (assuming the car needs to be road legal).

Some use H7 (iirc) dipped beam bulbs in the outer lamp, and run the main beam from the inner lamp, whereas other use H4 combined dip/main beam bulbs in the outer, meaning the inner lamp can be removed with no fuss
