Default Powersteering effecting ICV??

Just wondering if my powersteering could be effecting my ICV?

Ive had a few problems with over reving, stupidly high idle and car deciding where it wanted to idle. i cleaned all my ICV out and the problem isnt so much now, but.. if im stationary i can hear like the power steering whining and the car is jumping between 900-1100 revs in time with the whines if i turn the steering the idle will drop back down to around 900 while the steering is being turned but return to jumping up and down between 900-1100 other wise.

Its not a major issue to running or the car (althouh steering is a little light headed from time to time) but it just sounds like a bag of shit outside the car.

anyone know whats up with it? sick of driving something that sounds bollox unless im flooring it to hide the noise

The idle will drop as its putting more load on the electrical system.....its like when you put your headlights on.....the revs drop slightly.
