Default immobiliser

Is there a way of doing away with the immobiliser on a standard ecu?

I`m still scratching my head as to how to get my 99 vtr to start and am so far not getting very far. As its for hillclimbing I am not interested in having the immobiliser anyway

if the immobiliser light does not flash does that mean that is not the problem? I just tried to remove the black shroud around the ignition barrel and when that is not in place the immobiliser light flashes constantly. However when I put it back into place the light just goes out. Does that mean that it is not the immobiliser causing the problem? If so, what else would stop the fuel pump working
