Welcome if it's a 2001 Silvertop with a 1 plug ecu the catalytic convertor is under the car. But if it's a 2001 Silvertop with a 3 plug ecu the catalytic convertor is in the manifold.
This link might help http://www.saxperience.com/forum/showthread.php?t=87916

Welcome to sax-p mate yeah you would have to get a decat manifold, most aftermarket manifolds will clash with the oil filter though, so you will probably either need to buy an oil filter relocation kit, or a smaller oil filter too

I think the Piper 4-1 misses the oil filter on a mk2 but im not 100% sure as for noise im not sure as i only have a supersprint center pipe with piper backbox.
If you did want to relocate the oil filter here is the link that shows you how http://www.saxperience.com/forum/showthread.php?t=87713

Thats what you need.
A 4/2/1 tubular manifold to replace the standard cat manifold. Makes them a fair bit louder and you get a lot more crackle and pop too
